To define the form and function of the World Wide Web Court of
Public Justice, past, present and future it is necessary to follow the
evolution of the traditional political governance institutions in
parallel with the evolution of the natural partnership between the Human
Family and its media venues, known here as the Public Justice system.
If the traditional form of democratic government is considered the way
the Human Family governs itself, then the Public Justice system is the
conscience that provides regular feedback on the performance of the
traditional system. The real question then becomes, is the traditional
system listening to its conscience and is there indeed a continuing
and effective forum for such a process of evaluation?
Out of the need for order and governance, communities of people have
always found it necessary to meet, form their institutions of self
government and then assign individuals and agencies to oversee and run
those institutions. In order to do so, someone must be appointed as the
presiding voice to maintain order, hear different points of view,
referee, interpret and present information in an understandable
structure and format to the voting public for decisions on behalf of the
community. This is a good representation of the basic public forum in
action.

Diagram #1 depicts such a community meeting with the mayor
presiding, the town’s people as the voting and decision making body,
observing and listening, and two opposing points of view presenting the
pros and cons of a proposal for town consideration. We can assume for
our purpose that the issue at hand is the creation of the local
democratic system of government.

Once the governing body is created by community agreement, then our
system of community justice is in place. In the case of our court room
in Diagram #2 , we have simply revised the labels of the town meeting
evolving into a typical court room environment with the appointed Judge
as the presiding voice, a 6 to 12 person representative sample of the
people are the jury and the two points of view being presented are the
plaintiff and the defendant. In this instance, however, the points of
view are in an irresolvable controversy that requires public
intervention through the traditional formalized court / justice system
to determine the outcome. This is the typical civil case for
consideration. When a crime is committed and the people are called upon
to decide the outcome, the defendant becomes the accused, and must
present evidence in defense of his innocence and the plaintiff is the
people’s assigned prosecutor charged with presenting evidence to prove
the defendant guilty. In a jury trial, it’s the 6 to 12 person jury
representing the people who make the final determination.

Diagram #3 brings us to today’s over-seeing institution of Public
Justice providing governance over those who govern; The World Wide Web
Court of Public Justice. This newly defined but all too familiar
interactive media / public watchdog provides the much needed function of
checks and balances and indeed, the very conscience and accountability
of the formal governing legal / political and justice systems of the
world.
The structure of the historical court of Public Justice, being a time
honored partnership between the media and the general public is
essentially the same as it has been for centuries with one main
exception for today; the internet and the magnitude of its use by
international media organizations has given Public Justice the broadest
jurisdiction in history, providing the Public Justice alternative for
all issues involving the correction of political dysfunction within the
governing bodies of today to every country and every individual in the
world. The greater the opportunity of bringing individuals together in
one forum to deal with the issues of governmental checks and balances,
the greater the opportunity of collective agreement, which galvanizes
the power of the collective into action; achieving the desired result.
The World Wide Web Court of Public Justice is not designed to usurp or
replace the existing political / justice systems, however when justice
has been corrupted or is simply dysfunctional or not available, and all
reasonable attempts have failed for any one individual or group in the
world to seek remedies to their legitimate complaints, then the Court of
Public Justice becomes the court of last resort.
